ChatGPT Ads

Last updated on

In short

ChatGPT Ads are paid ads that OpenAI has been serving in ChatGPT since February 2026, and in Germany since 24 August 2026. They appear as a unit labelled “Sponsored” below the AI answer, are booked by auction in Ads Manager and are billed by impressions or clicks.

Unlike classic search engine advertising, where advertisers bid on individual keywords, ChatGPT Ads work with so-called context hints: the advertiser describes the type of conversation and the user intent that their ad fits. If someone asks ChatGPT for a product recommendation, a matching sponsored offer can appear below the answer. The ad is visually separated from the generated answer so that users can tell advertising and model output apart. According to OpenAI, the ads help fund free and low-cost access to ChatGPT.

How ChatGPT Ads work

OpenAI’s advertising system differs from established ad platforms such as Google Ads or Meta Ads in several respects. Three features are central.

Only Free and Go users see ads. Advertising appears for users of the free Free version and the low-cost Go plan. Plus, Pro, Business, Enterprise and Edu remain ad-free, and Free users can choose an ad-free option with lower usage limits. Accounts that, based on age information and age prediction, probably belong to minors do not see ads, and neither do temporary chats.

Targeting via context hints instead of keywords. For each ad group, advertisers describe the conversation situations, topics and intents in which their ad is relevant. According to OpenAI, these hints are not exact-match keywords and do not guarantee delivery. Ads are selected based on the context and intent of the current conversation, the landing page, the title and text of the ad, and the context hints. If several ads compete, a relevance-weighted second-price auction decides.

Independence of the answers. In its advertising principles, OpenAI commits that ads do not influence ChatGPT’s answers. Advertisers get no access to chats and only receive aggregated performance data such as views and clicks. For advertisers, this has an important consequence: you cannot buy your way into a good organic answer. The answer is already there, and the ad appears below it.

Ad formats and billing

The standard ad consists of the advertiser’s name and logo, a title, text, an image and a destination page. Retailers can also generate ads from a product feed, with product image, price and star ratings. From October 2026, OpenAI is testing a visual format during image generation, initially in the US; sponsored AI agents from companies have so far only run as a closed alpha test.

Billing is by impressions (CPM) or by valid clicks (CPC). Campaigns with the conversions objective optimise for an event such as a purchase or a lead, but even there clicks or impressions are what is billed. The minimum budget for accounts in euros is €15 per day. For click campaigns, OpenAI names a maximum bid of 3 to 5 US dollars as a starting value; according to the company, there are no cross-industry benchmarks yet.

Rollout: from the US to Germany

ChatGPT Ads were rolled out in quick succession in 2026. The following overview summarises the most important milestones.

Timeline of ChatGPT Ads in 2026
DateEvent
January 2026OpenAI announces advertising tests in ChatGPT, initially for Free and Go in the US
9 February 2026Start of the test in the US with ads below the answers
February to April 2026Pilot phase, followed by self-service in Ads Manager for US companies
June 2026Launch in the United Kingdom, according to Digiday the first European market
By August 2026Eight markets after the US: Canada, Australia, New Zealand, the United Kingdom, Mexico, Brazil, Japan, South Korea
24 August 2026Launch in 31 European countries, including Germany and Austria (announced on 18 August)
31 August 2026Self-service in Ads Manager for all 31 European markets
October 2026Test of a visual ad format during image generation, initially in the US

OpenAI describes the 31 European markets as the largest expansion of its advertising programme to date. In the first week, bookings were only possible via OpenAI’s Ads Solutions team and agency and technology partners; according to Digiday, the partners included Publicis, Omnicom, WPP, Havas, Dentsu and MediaPlus. OpenAI lists self-service access for Germany, Austria and Switzerland, among others. The prerequisite is that the advertising company is based there.

ChatGPT Ads and EU data protection

Digiday attributes the fact that ChatGPT Ads launched later in the European Union than in the US mainly to stricter data protection law. Under the General Data Protection Regulation (GDPR), personalised advertising needs a sound legal basis. OpenAI distinguishes between generic and personalised ads and bases the two types on different legal bases in Europe. For the advertising launch, the company adjusted its privacy policy for Europe in August.

Generic ads have been running since the launch in August. They are based on the current conversation and on basic context such as approximate location and language. OpenAI bases them on legitimate interest and, according to its own statements, does not create user profiles for them. Personalised ads are additionally to evaluate previous chats, memories, device information and usage data and will only come with consent, i.e. on an opt-in basis.

As of 10 October 2026, according to OpenAI, they are not yet available in the European Economic Area and Switzerland. OpenAI therefore advises advertisers not to use custom audiences for these countries.

The data protection commissioners in Hamburg and Berlin expect personalised ads to launch “shortly” and see considerable risks for data protection and personality rights, because chats often contain very personal content. In addition to the GDPR, there is the Digital Services Act: it obliges online platforms to label advertising clearly and prohibits advertising based on profiling using sensitive data or targeted at minors through profiling. Much of what OpenAI is implementing in Europe is in line with these rules.

For advertisers in Germany, data protection also concerns their own website. The OpenAI Pixel stores a click reference in a first-party cookie, and OpenAI requires all legally required consents to be obtained. Under Section 25 TDDDG, the German Telecommunications Digital Services Data Protection Act, advertising tracking of this kind generally requires consent, so the pixel belongs in the consent management platform.

Why ChatGPT Ads matter for companies

For marketing managers in e-commerce and B2B SMEs, ChatGPT Ads mark a structural shift. Part of the research before purchase decisions now takes place in a conversation with an AI. Where previously only the organic mention in the AI answer counted, there is now a second, paid access to exactly this moment of purchase intent.

Paid ads tend to make organic visibility more valuable. Now that ad slots exist, the organic mention is the only placement that cannot be bought, a trust signal that no budget can create. That is why work on your own discoverability in AI systems, generative engine optimisation, remains the foundation on which a paid campaign also builds.

A concrete example

A sporting goods retailer wants to reach runners who are planning their first half marathon. It does not book a keyword such as “running shoe”, but enters the conversation situation “advice on the right shoe for a first half marathon” as a context hint. If a user asks ChatGPT for a recommendation, the model first delivers its answer.

Below it, clearly labelled “Sponsored”, the retailer’s offer can appear. The user recognises the advertising as such, and the retailer pays for the placement at the right moment without having influenced the answer itself.

  • ChatGPT Ads vs. generative engine optimisation (GEO): ChatGPT Ads are paid placements; GEO is the unpaid optimisation aimed at being mentioned in the organic AI answer. The two complement each other.
  • ChatGPT Ads vs. search engine advertising (SEA): Both are paid ads in the context of a search. SEA books keywords in a results list, ChatGPT Ads describe conversation contexts below a conversational answer.
  • ChatGPT Ads vs. answer engine optimisation (AEO): AEO aims to be cited as a source in answer engines; ChatGPT Ads are the commercial complement to it.

Common misconceptions

“ChatGPT Ads are not available in Germany yet.” That was true until August 2026. Since 24 August, ads have been running in Germany, and since 31 August, companies have been able to book them themselves in Ads Manager.

“Advertising distorts the AI answers.” According to its own principles, OpenAI separates answer and ad and commits that ads do not influence the answers. Whether this separation holds permanently in practice will have to be shown by independent tests.

“Personalised advertising based on chats is already being served in Germany.” Not as of 10 October 2026. In the EEA and Switzerland, only generic ads based on the current conversation are running so far. Personalised ads are to follow with consent, and even then a large part of delivery will remain contextual, because by no means all users will consent.

How to get started with ChatGPT Ads

Much of the preparation also improves organic visibility in AI answers. Five steps form a sensible foundation:

  • Measure a baseline: Ask ChatGPT, Perplexity and Google in AI Mode the questions that matter for your business and document whether and how your brand appears in the answers. This starting value is what makes later progress demonstrable in the first place.
  • Allow crawlers: Check in robots.txt that GPTBot and OAI-SearchBot are allowed to read your important pages. For ads, OpenAI additionally requires that OAI-AdsBot may fetch the landing pages.
  • Write citably: AI systems prefer clearly structured, fact-rich content that answers a question directly. Unambiguous statements with concrete figures and facts are more likely to be picked up than wordy marketing prose.
  • Think in intents: Note down the typical conversation situations in which your offer fits and provide a suitable landing page for each intent. Exactly these intents will become your context hints.
  • Test small: Start with one campaign, one country and a manageable daily budget, and set up consent-based conversion tracking from the start.

Measurement and KPIs

Ads Manager shows impressions, clicks, costs, click-through rate, average CPC and CPM, and conversions. You measure conversions via the OpenAI Pixel on the website, the Conversions API on the server, or both. In addition, UTM parameters can be appended to the destination URL to analyse the traffic in your own web analytics. Only with properly measured conversions can the ROAS of a campaign be calculated.

Because ChatGPT Ads appear in a conversational environment, the question of which conversation contexts a brand appears in at all, and how often it features in an answer, paid or organically, is also gaining importance. Meaningful reporting therefore combines the data from the ad account with regular monitoring of organic AI visibility.

Outlook

OpenAI itself still lists ChatGPT Ads as a beta: delivery, formats and tools are constantly changing, and reliable benchmarks are lacking. Above all, it remains open when personalised ads will launch in the EEA and how the data protection authorities will react.

According to OpenAI, tens of thousands of advertisers worldwide have already advertised in ChatGPT. Companies that test the channel now with small budgets and expand their organic AI visibility in parallel get to know it before the slots become more contested. That is also what the early advertisers did at the beginning of search engine advertising.

Frequently asked questions about ChatGPT Ads

Are ChatGPT Ads available in Germany?

Yes. Since 24 August 2026, ChatGPT Ads have been running in Germany and 30 other European countries. Since 31 August, companies have been able to book them via self-service in Ads Manager at ads.openai.com, and larger advertisers can also book via OpenAI’s sales team or agencies.

Who sees ChatGPT Ads?

Users of the Free and Go plans, provided their account is not classified as belonging to a minor. Plus, Pro, Business, Enterprise and Edu remain ad-free, as do temporary chats. All ads are labelled “Sponsored”.

How are ChatGPT Ads targeted?

Via context hints instead of booked keywords, plus countries, regions and platforms. In the EEA and Switzerland, personalised ads are not yet available; there, the ads run contextually.

How much does advertising in ChatGPT cost?

There are no fixed prices. Advertisers bid in an auction and pay per thousand impressions (CPM) or per click (CPC). For accounts in euros, the minimum budget is €15 per day; for click campaigns, OpenAI recommends a maximum bid of 3 to 5 US dollars as a starting value.
